His extensive experience of the wider cultural arena including sport & leisure, tourism, museums and arts, together with a proven track record in private/public partnership, lottery funding and the generation of inward investment programmes, equip him well to help clients with the challenges facing the leisure and cultural services industry.
David has been a strategic director in Norwich and, before that, chief officer in Oxford and St Albans. Director of Optimus Consult Ltd, David is currently Policy Officer of the Chief Cultural and Leisure Officers Association (CLOA) and National Culture Forum (NCF); he manages the NCF Improvement Project and is responsible through CLOA for the NCF Leading Learning Programme. A Fellow of ISPAL, he has previously been a Best Value Inspector, advisor to the Local Government Association (LGA) and an I&DeA Peer Support Team Member. He was one of the few TAES licensed validators in the country and also helped with the development of the Cultural Services Improvement Tool. Recent work with LGA and DCMS has been around Strategic Commissioning and Outcome Frameworks, which he has helped to pilot with several councils and leisure trusts. His key areas of expertise and focus for Leisure-net are:

* the development and implementation of strategic frameworks for quality, improvement and development
